In recent years, with the development of new models and new business formats, "Internet +" intellectual property services have become an important business format of intellectual property services. While it is developing rapidly and facilitating innovation and entrepreneurship, some irregular operations have also appeared. During the "Blue Sky" Action, the National Intellectual Property Administration, PRC and local intellectual property offices fully fulfilled their responsibilities for the supervision of the intellectual property service industry. Based on the principle of "prudential supervision and inclusive development", they innovated smart supervision models and monitored the status of intellectual property services on the Internet platform in real time. For the purpose of the standardized operation and honest operation, they were guiding the network platform to conduct business in accordance with the law, effectively regulating the platform’s intellectual property service behavior, and further creating a good industry development environment.
CNIPA entrusts relevant professional institutions and judicial appraisal institutions to fix 27 sets of evidence for illegal acts in a timely manner with the help of technologies such as the Internet, big data, blockchain, and electronic deposits, and organizes relevant local intellectual property management departments to review relevant intellectual property rights. The service agency conducts the interview. After interviews and rectification, the relevant platforms removed more than 1.6 million malicious applications for trademarks that were suspected of not being used for the purpose of trading, involving more than 2,500 market entities, and deleted more than ten illegal website pages suspected of false promotion. It effectively regulated the trademark agency and transaction behaviors of the online platform, and played an important role in promoting the sound development of the new business form of "Internet +" intellectual property services and advocating good industry development concepts.
Through interviews and rectification, the intellectual property service website clarified the requirements of laws and regulations, as well as responsibilities and obligations, improved the operation specifications, optimized the data system, and automatically checked, compared, and blocked the corresponding trademark applications for the same trademark application for different clients; fulfilled the obligation of notification, and performed well in collecting data on customer relationships; increased manual review to avoid the same trademark corresponding to different applicants at the source. In response to the suspected malicious application of trademarks in agency transactions, improved the transaction review process, raised the review standards, conducted a comprehensive investigation of the trademarks to be sold on the platform, and deleted the problems immediately. In response to issues such as charging client fees under the guise of the official name and false promotion, the relevant pages on the website have been deleted, and the review specifications for newly launched pages have been improved to prevent similar problems from recurring resolutely.
