On November 22-25, 2020, the 11th China Satellite Navigation Academic Annual Conference was held in Chengdu. This annual meeting is the first large-scale meeting after the completion of the Beidou-3 global satellite navigation system. The theme is "Satellite navigation, a new global era". The annual meeting will set up a series of activities such as academic exchanges, high-end forums, achievement exhibitions and scientific popularization. The latest achievements in the field of satellite navigation were displayed in an all-round way. Leaders of satellite navigation system authorities, experts, scholars and many business representatives attended this annual meeting.
Director Li Huiying of the Intellectual Property Institute of the National Industrial Information Security Development Research Center (Electronic Intellectual Property Center of the Ministry of Industry and Information Technology) was invited to serve as the chairman of the H02 "Policies and Regulations, Standardization and Intellectual Property" sub-forum, and hosted the intellectual property sub-forum on the afternoon of November 24. The H02 branch provides a platform for free exchanges and discussions for people from various units who are concerned about Beidou policies and regulations, standardization and intellectual property rights around the focus and difficult issues that are generally concerned in the construction and application of the Beidou system. Experts, scholars and representatives from the fields of policies and regulations, standardization, intellectual property and satellite navigation participated in the H02 branch and had a lively discussion around the theme of the conference.
The Intellectual Property Sub-forum carried out academic exchanges in conjunction with Beidou high-value patent evaluation, judicial protection, administrative protection, and commercial applications. Specially invited reports were made by four experts.
Director Wang Hu of Chongqing Intellectual Property Office gave a keynote speech on "Intellectual Property Protection Strategy of Beidou Enterprises from the Perspective of Intellectual Property Administrative Protection". The main content of the speech was the administrative protection of intellectual property and the administrative ruling of patent infringement disputes etc. In the end, the corresponding strategies and enlightenments of the Beidou enterprises in the protection of intellectual property rights were put forward combined with the characteristics of the Beidou industry, which received the attention and recognition of the representatives of the participating enterprises.
In addition, Gao Xuesong and Li Xun from the Electronic Intellectual Property Center of the Ministry of Industry and Information Technology respectively shared the research reports on "Beidou High-Value Patent Screening and Evaluation Methods" and "Beidou Satellite Navigation Intellectual Property Evaluation Strategy" on behalf of their respective project teams. The status and characteristics of Beidou satellite navigation patent layout, as well as domestic and foreign gaps, proposed the necessity of accurate identification and selection of high-value patents, and the urgency of Beidou enterprise comprehensive strength evaluation, and proposed the “Beidou high-value patent value evaluation model” and its application, and "Beidou Satellite Navigation Intellectual Property Evaluation System" and other research results on risk identification.
