The "Patent Navigation Guidelines" (GB/T39551-2020) series of recommended national standards drafted by the National Intellectual Property Administration, PRC, was approved and released on November 9, 2020, and will be officially implemented on June 1, 2021.
Patent navigation is the in-depth integration of various data resources with patent data as the core in macro decision-making, industrial planning, business operation and innovation activities, and a panoramic analysis of regional development positioning, industrial competition pattern, business decision-making and technological innovation direction, and effective allocation of service innovation resources to improve decision-making accuracy and scientific new patent information application mode.
The "Patent Navigation Guidelines" (GB/T39551-2020) series of national standards are recommended standards, which are the summary and concise of the work results of the patent navigation series of CNIPA over the years, including special guide of general rules, regional planning, industrial planning, and business operations, R&D activities and talent management, as well as service requirements. It mainly have the following characteristics: First, the comprehensiveness of the content. This series of standards expand the patent information utilization methods such as the patent navigation pilot project, intellectual property analysis and review, and intellectual property regional layout into patents for different application scenarios such as regional planning, industrial planning, business operations, R&D activities, and talent management. For navigation methods, use general rules to propose general templates for the implementation of patented navigation projects, use specific guides to propose logical analysis models and special requirements for different application scenarios, and use service requirements to specify comprehensive requirements for service provision when external agencies provide related services. There is not only the strategic level content such as the industry and region for the effective allocation of patent navigation service innovation resources, but also the operational level content such as service enterprise technological innovation, compliance management, risk prevention and control, investment and mergers and acquisitions.
The second is the practicality of the method. This series of standards deconstructs the patent navigation implementation process into the basic conditions of patent navigation, patent navigation project initiation, project implementation, achievement output, achievement application and performance evaluation and other workflows. It also covers information collection, data processing, and data processing in the implementation of patent navigation projects. Key steps such as patent navigation analysis are broken down into input, steps and methods, output, and quality control, so that various entities can flexibly use process-oriented and modular tools and methods to carry out patent navigation work practices.
The third is the effectiveness of the results. On the one hand, during the implementation of the project, quality control is used to strengthen the whole process management to ensure the systematic of patent navigation research, the scientific analysis method, and the standardization of results presentation; on the other hand, the performance evaluation method is used to strengthen results management. In accordance with the work requirements of patent navigation, the target management evaluation method is adopted to evaluate the performance of the use of results to ensure the effective application of the decision-making suggestions of patent navigation.
Government departments at all levels, enterprises and institutions, and industry organizations, etc., in accordance with the actual needs of innovation and development decision-making, by the specifications of the series of standards, and with the basic conditions for the implementation of patent navigation projects, follow the business process of patent navigation project implementation and produce patents navigation results, and through the establishment of results application mechanisms and performance evaluations, can ensure the effective use of patent navigation results and provide effective support for innovative development decisions.
