On December 11, the China National Intellectual Property Administration, Hubei Provincial Intellectual Property Office, and Wuhan City jointly held the Opening Ceremony of the China (Wuhan) Intellectual Property Protection Center, and issued Patent Authorization Certificates to five companies including Jingce Electronics, Douyu Network, Huilian Infinity, Zhongke Tongda, Huaxing Optoelectronics. Wu Xiaoming, Inspector of the Intellectual Property Protection Department of CNIPA, Meng Haiyan, Inspector of the Examination Management Department, Peng Quan, Secretary of the Party Leadership Group and Director of the Hubei Intellectual Property Office, Cheng Hao, Member of the Party Leadership Group and Deputy Director, Xi Dan, Deputy Secretary-General of Wuhan Municipal Government, Chen Baoguo, member of the Party Group and Deputy Director of the Municipal Market Supervision Administration (Municipal Intellectual Property Office), attended the Opening Ceremony. Nearly 100 representatives from the provincial, municipal and district intellectual property bureaus, intellectual property workstations, enterprises and institutions, and intellectual property service organizations attended the event.
In April 2018, CNIPA approved the construction of China (Wuhan) Intellectual Property Protection Center. Wuhan Protection Center is the first and currently the only national-level Intellectual Property Protection Center in Hubei Province. It mainly focuses on the Optoelectronic Information Industry to carry out rapid review, right confirmation, right protection, and navigation operations, and rapid coordination of intellectual property rights protection that unified review and confirmation, administrative law enforcement, and judicial connection. On May 17, 2019, Wuhan Protection Center successfully passed the examination and acceptance of CNIPA and entered the trial operation stage.
After a year of trial operation, 541 enterprises and public institutions in the optoelectronic information field have entered the Wuhan Protection Center's rapid examination service subject record database, and a total of 862 patent pre-examination applications have been accepted, including 688 invention patents and 174 utility models authorized. The cumulative number of patents has reached 318, including 214 invention patents and 104 utility model patents. The average authorization rate has reached 90%, and the examination period has been reduced by 70%. It ranks among the top protection centers in China. During its operation, Wuhan Protection Center also undertook pilot work of CNIPA such as the construction of the technical support system for the inspection and identification of intellectual property infringement disputes, and the auxiliary examination of patents; it established a connection mechanism with the Courts, Procuratorates, and Arbitration Commissions, strengthened the coordination of litigation and mediation, established the mechanism of public's mediation and diversified resolution mechanism for intellectual property rights disputes; promote the construction of the city's grassroots intellectual property protection workstations (points), and jointly promote the "Intellectual Property Coordinating Protection", which has greatly improved the level of intellectual property protection and working capabilities of Wuhan's optoelectronics information industry, and has taken initial shape of the layout of the urban area which is reasonable, each with its own characteristics, and the work is mutually connected, and the intellectual property rights are “strictly protected, greatly protected, rapidly protected, and synchronously protected” pattern, which promotes the high-quality development of Wuhan’s intellectual property protection and promotes the city.
