On December 16, Liu Hua, director of the WIPO China Office, who was investigating in Cangguanyu Village, Sangzhi County, Zhangjiajie City, Hunan Province, a designated poverty alleviation County by China National Intellectual Property Administration, highly recognized the effective practices of CNIPA and Sangzhi County used the advantages of the intellectual property industry to improve the quality and efficiency of local poverty alleviation, when interviewed by more than ten domestic and foreign media.
In fact, since 1994, CNIPA has continuously assisted Sangzhi County for 26 years. In the process of assistance, CNIPA and Sangzhi County have fully used the advantages of the intellectual property industry, and gradually formed the framework of taking industrial poverty alleviation as core, the cultivation of geographical indication products as the main focus, and the aim of "cultivating a brand and strengthening with the goal of "one industry, benefiting the common people", Sangzhi County have created a "world-class sample of precise poverty alleviation with intellectual property rights" with high quality, rapid development and good models.
"The poverty alleviation model we are familiar with is often through policies, education and investment. The 'World Sample of Precision Poverty Alleviation with Intellectual Property Rights' is a new path for industrial poverty alleviation jointly explored by CNIPA and Sangzhi County. It has unique advantages and opens up a new model of 'blood-forming' style poverty alleviation, which is of long-term effect and sustainability." Liu Hua said that WIPO looks forward to deepening cooperation with Sangzhi County to help them further realize the 'blood-forming' style development of comprehensive utilization of intellectual property rights. From geographical indication products to the entire concept of intellectual property rights, from leading companies to the entire industry and from China to the world, tell the story of "world samples", promote specialty products into the global market, and achieve a double harvest of word of mouth and rich peasants. "Using Intellectual Property to Promote Development" provides best practices to promote the effective integration of geographical indication certification marks such as "Zhangjiajie Giant Salamander", "Sangzhi Konjac", "Sangzhi Honey" and "Sangzhi White Tea" with industries such as cultural creativity, tourism and catering, formed the good results for a win-win situation.
From Liu Hua's viewpoint, Sangzhi's samples have the characteristics of high quality, fast development and good model. First, the quality is high. Product quality is the most important prerequisite and foundation for geographical indication products. The National and Provincial honors Sangzhi White Tea has obtained fully reflect Sangzhi's solid work in maintaining the specific quality of white tea and contribute to the healthy development of the brand. Second, the development is fast. The rapid development of Sangzhi's tea leaf and rice dumpling’s leaf industry has benefited from Sangzhi's emphasis on brand constructing and promotion of market sales, introducing customers to Sangzhi, allowing tea leaf and rice dumpling’s leaf to walk out of Sangzhi and driving the poor out of poverty. Finally, the model is good. The development of Sangzhi's characteristic geographical indication industry is deeply integrated with the "company + brand + base + farmer" model, effectively used land resources, solved the problem of farmers' employment and increased income, and promoted long-term, stable and sustainable development of the rural economy.
"WIPO is very pleased to see China's expertise and practical experience in the use of intellectual property in poverty alleviation, and looks forward to strengthening cooperation with China in this field. On the one hand, it is to disseminate China's best practices and provide a reference for other developing countries; on the other hand, it helps China use the advantages of WIPO's policy platform system, registration system, database system and other advantages to giving full play to the unique advantages of intellectual property rights to help precision poverty alleviation." Liu Hua said.
