Recently, the first Intellectual Property Administrative and Judicial Protection Center in Ningbo City, Zhejiang Province was established in Yinzhou District. This is another innovative measure to build an "administrative + judicial" intellectual property protection system in the district. It is reported that the Center is jointly constructed by the Yinzhou District Market Supervision Department and the People's Court to promote the connection between administrative law enforcement and judicial protection, improve the systems of case transfer, case notification, information sharing, communication and mediation, and strive to form a joint force for intellectual property protection. After the establishment of the Center, it will actively carry out litigation and mediation work. If the case is suitable for mediation before the case is filed, the District People’s Court shall inform the parties concerned of the relevant regulations, and entrust the Center or the intellectual property brand guidance service station to mediate; if the mediation fails, then it will be transferred to formal judicial proceedings.
Yinzhou District has also set up a liaison office for the Intellectual Property Administrative Judicial Protection Center to extend the protection tentacles to the grassroots towns, towns and streets, so that enterprises can come to consult and ask for help at any time. At the same time, the "Yinzhou Intellectual Property Manager" WeChat mini program was launched to provide enterprises with intellectual property services such as online entrusted mediation, problem consultation, scheduled lectures, and post-judgment Q&A. The relevant person in charge of the Market Supervision Bureau of the district said: "We have a strong team of experts to provide support, including market supervision staff, Court staff, lawyers, patent experts, trademark experts and other third-party service platform staff."
In recent years, the Yinzhou District Market Supervision Bureau has implemented an in-depth intellectual property strategy and continuously improved the level of intellectual property work. Currently, the district has 65,822 valid trademark registrations. Since the beginning of this year, the district has applied for 4,840 invention patents, 1,293 invention patent authorizations, and 5,019 valid invention patents, each of them ranked first in Ningbo City. This year, there are eighteen new patent pledge financing companies in the district, with a pledge financing amount of nearly 230 million yuan. The district also launched the "Liangjian 2020" comprehensive enforcement action "Iron Fist" to protect intellectual property rights, and severely investigated and dealt with trademark infringement, geographical indication infringement and counterfeiting, counterfeiting of patents, and trade secrets infringement. Various special inspections were conducted in the first three quarters for 93 times, 22 cases were investigated, and the amount of fines and confiscated amounts reached 880,000 yuan.
