Recently, Jiangsu Provincial Intellectual Property Office issued the "Implementation Opinions on Accelerating the Construction of a Public Service System for Intellectual Property Information under the New Situation".
The "Implementation Opinions" require targeting to facilitate the convenience of the public as the goal, integrate intellectual property information service public resources, expand service channels, enrich service content, strengthen service guarantees and service supervision, and use the modern information technology as support. Strengthen the informatization of intellectual property rights, intelligent infrastructure construction, continuous innovation of service content and supply mode, and continuously improve the efficiency of intellectual property information dissemination and utilization.
The "Implementation Opinions" clarified that by 2025, Jiangsu will own a comprehensive intellectual property information public service system with extensive coverage, reasonable levels, complete categories, powerful functions and standardized services. More than 50% of the counties (cities, districts) in Jiangsu have set up public service agencies for intellectual property information, completed the accreditation of 100 provincial-level intellectual property information public service outlets, and developed fifty high-quality intellectual property information public service products.
In order to achieve the above goals, the "Implementation Opinions" put forward ten key tasks in four aspects: focusing on building a diversified supply pattern of public services for intellectual property rights, vigorously promoting the construction of public service platforms, continuously enriching the supply of public service products, and continuously strengthening the guarantee of public service conditions, emphasizes accelerating the construction of backbone networks, coordinating the layout of service outlets, encouraging the participation of social organizations, building intellectual property big data platforms, creating characteristic public service platforms, building a multi-level and multi-domain public product system, and strengthening public service personnel training and technical guarantees, and promote regional cooperation in public services.
The Promulgation and Implementation of the "Implementation Opinions" will promote the resolution of insufficient and unbalanced public services for basic intellectual property information, empower innovation and entrepreneurial entities, and accelerate the construction of a leading intellectual property province, help to optimize the innovation and business environment, and promote economic transformation and upgrading and provide strong support for high-quality development.
