In recent years, the audit of Fuzhou, Fujian has focused on the formation of proposals that are not directly related to funding management and control found in the audit process and submitted them to the Standing Committee of the Municipal People’s Congress. Among them, the proposal to protect intangible cultural heritage has been highly valued by the Standing Committee of the Municipal People’s Congress. After extensive investigations, the "Provisions on the Protection of Intangible Cultural Heritage of Fuzhou City" was promulgated and will be officially implemented on January 1, 2021.
The "Regulations" targeted the intangible cultural heritage resources of 155 intangible cultural heritage projects (including 15 national and 73 provincial), 159 intangible cultural heritage protection units, and 69 non-genetic heritage protection bases in Fuzhou are fully protected.
The first is to clarify the category of intangible cultural heritage, consider the various traditional cultural expressions that have been passed down from generation to generation in Fuzhou as part of its cultural heritage, and include related objects and places as intangible cultural heritage.
The second is to establish a platform that sharing the project list information. Except for those information which should be kept confidential in accordance with the law, other related files and data should be made public.
The third is to promote the live inheritance of "intangible cultural heritage into ancient homes", and support citizens, legal persons and other organizations to carry out non-heritage art performances, works display, and featured cultural experience, etc., to excavate and promote the cultural connotation of the ancient house.
Fourth, implement classified protection of representative projects, and implement rescue protection for representative projects that are on the verge of disappearing. They are more difficult to pass on; implement inheritance protection to those representative projects with more extensive audience foundation.
