On the afternoon of January 18, the Opening Ceremony of Jiaxing Intellectual Property Protection Center was held. Zhang Bing, Secretary of the Jiaxing Municipal Party Committee, and Tian Lipu, Chairman of the China Intellectual Property Research Association, jointly unveiled the Jiaxing Intellectual Property Protection Center.
The Jiaxing Intellectual Property Protection Center was jointly established by the Jiaxing Municipal Government and the Nanhu District Government. It is located in Jiaxing Science City, with an area of 2,272 square meters. The Protection Center has recruited five professional and technical personnel in the fields of law, machinery and electronics, electronic information, biomedicine, etc., to engage in intellectual property rights protection assistance, patent navigation, search analysis, early warning, etc., and guide industrial development. The Protection Center also attracted ten intellectual property service agencies to settle in, providing enterprises with professional services such as patent and trademark agency registration, legal consultation, and financial services.
After the Protection Center is completed and put into operation, it will mainly carry out intellectual property rights protection assistance and comprehensive application work:
The first is the assistance of intellectual property rights protection. Carry out intellectual property rights reporting and complaint assistance work, build intellectual property rights protection assistance, and report and complain platforms, and establish a rapid response mechanism for reports and complaints. Implement the mediation of intellectual property disputes and promote the docking of intellectual property disputes. Construct an online rights protection mechanism, connect with e-commerce platforms, establish an online intellectual property protection cooperation mechanism for agglomeration industries, and actively promote online patent infringement judgment consultation work.
The second is the comprehensive utilization service of intellectual property rights. Responsible for the operation of the China National Intellectual Property Administration’s trademark acceptance window, accepting trademark and intellectual property pledge registration and other business acceptance. Carry out patent navigation, search analysis, early warning, etc.; establish an industrial patent database, publish domestic and foreign industrial patent layout trends, and promote the effective use of patents and other scientific and technological information.
The third is to strive to undertake patent pre-examination. Mainly responsible for enterprise filing and fast pre-review business.
In recent years, Jiaxing’s intellectual property system has become complete, more effective in protection, and more robust in support. New progress has been made in intellectual property work, and significant indicators such as the number of patents per 10,000 people have entered Zhejiang province’s forefront. At present, the number of invention patents owned by 10,000 people in the city has reached 40.8, ranking the second in Zhejiang province, 5.5 times compared with the end of the “Twelfth Five-Year Plan”. There were 8.9 high-value invention patents per 10,000 people, ranking second in the province, which has achieved a historic breakthrough and a qualitative leap. The number of PCT international patent applications was 255, a year-on-year increase of 82%. There were 200,000 valid trademark registrations and 24 well-known trademarks in China, both of which have been greatly improved.
