China's patent and trademark pledge financing achieved the largest increase during the "13th Five-Year" period

In 2020, the registered amount of patent and trademark pledge financing in China reached 218 billion yuan, a year-on-year increase of 43.9%, and the number of pledged projects was 12,093, a year-on-year increase of 43.8%, achieving the most considerable growth during the "13th Five-Year Plan" period.

 

After the Covid-19 epidemic outbreak, working capital is particularly critical for companies to resume work and production. The China National Intellectual Property Administration, in conjunction with the State Administration of Market Regulation and the National Food and Drug Administration, quickly issued the "Ten Articles for Supporting the Resumption of Work and Production", issued the "Notice on Vigorously Promoting the Use of Intellectual Property and Supporting Winning the Fight against Epidemic Prevention and Control" to guide the 31 provincial intellectual property management department and issued more than 70 various emergency policy documents. Many places have actively promoted relevant policies through document editing or sharing of QR codes, giving full play to the role of intellectual property financing in helping companies.

 

CNIPA has established a green channel for the registration of patent and trademark pledges, and has provided more than 5,000 enterprises with immediate expedited services. Significantly improve the registration efficiency, revise the trademark pledge registration procedure regulations, implement the notification commitment system, simplify the pledge registration materials and procedures, and reduce the processing time to two working days; the patent pledge paper processing time is reduced from seven working days to three working days, the electronic processing is compressed to one working day.

 

Statistics show that among the pledgers of patent pledge financing in 2020, the number of patents pledged by industrial enterprises accounted for 97.9% of the total number of pledged patents, reaching the highest value since the "13th Five-Year Plan", indicating that pledge financing has strongly supported the implementation of intellectual property rights transformation, and has supported the development of the real economy.

 

The docking presentation has allowed more companies to understand the financing channel of intellectual property pledge financing, which has built a bridge between companies and banks. In addition to the "Entry Park Benefiting Enterprises" activity for intellectual property pledge financing, in May 2020, CNIPA, together with the China Banking and Insurance Regulatory Commission, carried out intellectual property pledge financing and insurance case selection. Local intellectual property offices, banks, insurance institutions and other institutions recommended 224 cases, sorted out and accumulated excellent work experience in intellectual property pledge financing.

 

Data shows that the amount of patent pledge financing nationwide in 2020 is 155.8 billion yuan, of which banking financial institutions such as banks and credit cooperatives are the largest pledgers, accounting for 67.4% of all pledged projects.

 

In 2020, CNIPA guided local regulations to explore intellectual property securitization. Shenzhen successfully issued several intellectual property securitization products that built underlying assets through intellectual property pledges. At the same time, CNIPA instructed insurance institutions to introduce collective trademark and geographical indication infringement loss insurance, and Jiangsu Wuxi supported and guided new insurance products such as professional liability insurance for intellectual property asset evaluation, provided more comprehensive protection for intellectual property pledge financing; developed strategic cooperation with China Construction Bank to develop exclusive products such as Yunzhidai.

 

In 2020, intellectual property pledge and insurance-related models were selected three times to support innovative reform measures promoted by the State Council.
