Recently, with the support of the Shanghai Municipal Administration of Market Supervision, the "Technology Transfer Competitive Intelligence Analysis Service Specification" (DB31/T1283— 2021) and the "Technology Transfer Technology Evaluation Specification" (DB31/T1284-2021), which was proposed, centralized and organized by the Shanghai Municipal Science and Technology Commission, and drafted by Shanghai Dongbu Technology Results Transformation Co., Ltd.
The two standards are significant measures to implement the national and municipal scientific and technological achievements transformation system. They are the first attempts to explore the construction of the municipal technology transfer standard system.
Recently, the Central Office and the State Council issued the "Action Plan for Building a High-Standard Market System", proposing to "support the China Technology Exchange, Shanghai Technology Exchange, Shenzhen Stock Exchange and other institutions to build national intellectual property and scientific and technological achievements property rights trading institutions; as well as develop operational services such as intellectual property transfer and licensing within the scope, and accelerate the development of technology transaction services."
The standards mentioned above will be the first to be promoted and implemented in service agencies on the National Technology Transfer Eastern Center and Shanghai Technology Exchange platforms. They will provide operational standards for service agencies of Shanghai to engage in competitive intelligence analysis and technical evaluation services, leading enterprises in technological innovation and early warning of market competition and strategic decision-making to provide technical support and a strong guarantee for the determination of rights and prices in the process of technology transfer. They will enhance the technology transfer industry's overall service capabilities, improve the efficiency of technology transactions, and help Shanghai build a complete technology factor market.
