For further implementation of national and Shanghai intellectual property strategy, promote the city enterprises patent to create quality, protection, utilization efficiency and management level, according to "Shanghai enterprises and patent work is assessed and measures for the administration of pilot demonstration unit" (Shanghai bureau [2017] no. 62, hereinafter referred to as the "measures"), our bureau to organize 2021 Shanghai pilot demonstration enterprises of patent work unit to declare with that work. The relevant matters are notified as follows:
Acceptance Requirments
Enterprises and institutions that have been registered in this city or have been registered for more than 3 years, have the status of independent legal person, and meet the requirements stipulated in the Measures for Recognition.
Those identified as "intellectual property exemplary enterprises" or "intellectual property superiority enterprises" by the Municipal Economic and Information Technology Commission, and those identified as "patent exemplary enterprises" or patent work exemplary units by the Municipal Intellectual Property Office, shall not apply again.
Those identified as "patent pilot enterprises" by the Municipal Intellectual Property Office before 2012 May apply for patent work demonstration units, but no longer apply for patent work pilot units.
Enterprises and institutions that have abnormal patent application or trademark registration activities recognized by the State Intellectual Property Office shall be disqualified from filing applications.

The identification of pilot and demonstration units for patent work in 2021 will be carried out through online online application. The following methods can be used to enter the application system: input the portal website of the Municipal Intellectual Property Office http://sipa.sh.gov.cn, and click the link of "Identification and Management of Pilot and Demonstration Units for Patent Work in Shanghai" under the column of "Government Affairs Service" on the home page.
Each declaration unit first registers or logs in according to the prompt, then fills in the declaration form according to the requirement and uploads the attachment.
Declaration to take the whole process of online processing, the declaration units do not need to separate printing paper pieces. The District Intellectual Property Office will check the relevant situation of each applicant online, sign a written recommendation and submit it to the Project Management Center.
Closing date
The online submission time of the applicant is March 15, 2021 BBB 0 April 11, 2021; The online verification time of each district Intellectual Property Office is April 12 BBB 0 April 15, and the recommended opinions shall be submitted to the Project Management Center before April 16.
All enterprises and public institutions are requested to make a self-evaluation in accordance with the standards for timely declaration; All district intellectual property offices shall organize the application, recommend and examine the application.

In accordance with the "Shanghai Patent Funding Management Measures", our bureau will provide financial support of no more than RMB 400,000 yuan and RMB 600,000 yuan respectively to the enterprises and institutions identified for the patent work pilot and demonstration units to carry out projects. After confirmation, 50% of the total amount of funding will be allocated in advance; Upon the expiration of the pilot demonstration period, the balance shall be allocated according to the acceptance results, in which all the remaining balance shall be allocated according to the excellent ones, 60% of the remaining balance shall be allocated according to the qualified ones, and no balance shall be allocated according to the unqualified ones.
Notice of declaration materials
Please refer to the attachment for the template of the Letter of Commitment for the authenticity of the project declaration materials. Each applicant shall print it by himself, sign and stamp it, scan and upload it to the declaration system. Failure to upload after the deadline will result in cancellation of application qualification.
When uploading the attachment, please use Excel format for the forms of patent, trademark, copyright and other list materials, and PDF format is recommended for the other materials.
After the deadline of online application, no relevant services such as material correction and modification will be provided.
