On September 22, the fifth meeting of the Standing Committee of the 16th Beijing Municipal People's Congress voted to appoint Zhang Wen as the president of the Beijing Financial Court. Zhang Wen, a Han Chinese born in August 1968 in Urumqi, Xinjiang Uygur Autonomous Region, was graduated from Peking University, majoring in law. She obtained a master of management degree at Renmin University of China. From November 2013 to December 2016, Zhang Wen was the Vice President and Acting President of Changping District People's Court. From December 2016 to August 2018, Zhang Wen served as President of Fengtai District People's Court. In August 2018, Zhang Wen was appointed president, member of the Judicial Committee and judge of the Beijing Internet Court. Later in February 2023, Zhang Wen acted as vice President, member of the Judicial Committee and judge of the Beijing Higher People's Court.
