On March 6, 2019, the People’s Pre-trial Mediation Committee and the Litigation and Mediation Center of the Beijing Internet Court were established.

Ma Yan, member of the Party Committee and deputy director of the Beijing Municipal Bureau of Justice, together with Zhang Wen, secretary of the Party Leadership Group and president of the Beijing Internet Court, announced the establishment of the People’s Pre-trial Mediation Committee together.

The Committee, composed of 52 professional lawyers equipped with knowledge of Internet application and Internet law, will be responsible for the mediation of Internet disputes.

Ji Luohong, deputy secretary of the Party Leadership Group and vice president of the Higher People's Court of Beijing Municipality together with Zhang Wen, announced the opening of the Litigation and Mediation Center.

The Center provides sectoral mediation, e-commerce mediation, lawyers’ mediation and people’s mediation, aiming at promoting coordination between mediation and litigation, and creating an efficient online mediation platform. Now 24 mediation organizations with nearly 200 mediators have joined the Center.

The establishment of the two stands for a focus on "multi-mediation + quick judgment" by the Beijing Internet Court in 2019. Zhang Wen said that the Beijing Internet Court will follow the spirit of Xi Jinping's important speech at the Central Political and Legal Work Conference, take "multi-mediation + quick judgment" as an important priority, continue to build a multi-dispute-resolution system, and provide experience for Internet mediation.

Bai Xiaoli, former director of the People's Mediation Committee of the Beijing Internet Court, said that there are many new problems to solve, and new principles and standards of judgment to study.

Ma Yan said that the People’s Pre-trial Mediation Committee of the Beijing Internet Court is the first approved by the Beijing Municipal Bureau of Justice, specially responsible for online mediation of Internet cases.

Fu Yu, head of the Coordination Office of the Judicial Reform Office of the Supreme People's Court, said that it will certainly promote dispute resolution to be more professional.

Ji Luohong said that the Beijing Internet Court has made remarkable achievements in promoting of "multi-mediation + quick judgment". The Beijing Internet Court should always be problem-oriented, pay attention to key and difficult issues, make full use of the platform to a ensure timely and effective resolution of disputes.
