“The IP protection policies published by China’s government will play an important role in attracting international investment and protecting legal rights of the foreign enterprises located in China.” stated by Mark Snyder, vice president of Qualcomm on the 2019 High-level Form on China IP Protection with the theme of Enhancing IPR Protection & Promoting High Quality Development on April 24.

In Snyder’s speech delivered at the main forum, he agreed that a lot of economical development and customers’ welfares have been created with the innovation of the mobile communication, for example the popularization of cell phones in different prices, styles and functions.

It was introduced by Mark Snyder that the best illustration of innovation-driven high quality economical development lied in the mobile communication field. There have been a great increase in communication rate and wireless cellular technology functions with the upgraded technology from the first 1G mobile communications to the incoming 5G IoT technology. In the future, the 5G technology will cover a large range not just only limited to cell phones but also other devices, greatly exceeding the application and meaning of the mobile phone industry. A lot of intelligent industries like Smart City, Smart Home, Driverless Cars and Wireless Medical Service System will be benefited with the connection by the 5G technology.

Meanwhile, the patent system is fundamental to protecting and motivating the innovation investment. It was stressed by Snyder that the core of the patent rights lied in the exclusive right, and thus it was important for the implementation of patent-driven innovation to protect the exclusive right. The level of IPR protection and the business environment are getting improved by a series of policies which are published by China’s government to encourage innovation, for example the Draft Amendment to the Patent Law, which included clauses to intensify the compensation for patent infringement, like the exemplary damages. The mentioned policies will definitely play an important role in attracting international investment and protecting legal rights of the foreign enterprises located in China.
