The Ministry of Finance & the SIPO: Keep Supporting the Construction of IP Operation Service System

The Ministry of Finance together with the State Intellectual Property Office keep supporting the construction of IP operation service system in the selected key cities (including the districts and counties of municipalities) which have great concentration of innovative resources, demonstration function and need of support in IP development. The aim is to completely boost the comprehensive application effect of the IP and encourage sustained rise in economic innovation and competition.
According to the announcement published by the departments, the CPC Central Committee will play an important role in specifying tasks, providing financial support and work guide and implementing evaluations and promotion. In the project, the city governments are the main responsible subjects in the construction of IP operation service system which are in charge of making decisions, building the propulsion mechanism and supervising the execution.
It is mentioned in the announcement that the following programs are the key points to concentrate on the important fields and weak links and make effective connections among related intellectual properties including patents, trademarks and geographical indicators: 1. Strengthen the IP support for the development of industries. 2. Optimize the IP application ability of innovators. 3. Broaden the financial service range of the IP. 4. Build regional gathering areas of IP operation service. 5. Seek to support colleges and institutes to build IP operation centers and carry out pilot projects of the diversified ownership reform.
It is also stated in the announcement that the Ministry of Finance and the experts from the SIPO will carry out competitive evaluation reviews of the enrolled cities to determine which cities to support. In addition, the cities which have been supported by the central finance via the service development fund in IP operation since the year of 2016 will be out of the support list for this time.
