Combinations of Measures Taken by Harbin Customs to Protect IP Rights of Enterprises

To raise the IP awareness and recognition of the society and build a beneficial environment of protecting & respecting IP rights, Harbin Customs took combinations of measures with efforts in the process of examination of documents for customs declaration and inspection on imported & exported goods.
It was introduced by Zhang Kaiyan, director of the office of regulations and general affairs of Harbin Customs, that the custom protection on intellectual property is defined as the protection on the IP rights of the concerned exported & imported goods under the structure of the laws of the PRC and administrative regulations. As the national inward and outward surveillance administrative organ settled in Heilongjiang Province, Harbin Customs is in charge of the overall custom protection on the IP rights for the goods imported or exported in every port of Heilongjiang, which is the main battlefield fighting against infringement. Since the year of 2018, there have been 16 cases of IP infringement received by Harbin customs, 50 batches of infringing goods with the number of 2,500 items seized, mainly in clothing, suitcases, accessories, food, auto parts and sports apparatus. The legal IP rights of 19 right owners from 8 countries & regions were protected.
Besides, the construction of cooperation mechanism, attendance on the press conferences on IP protection held by Heilongjiang Provincial Government and publicity of the relevant regulations on IP protection are also stressed by Harbin Customs. The Customs signed a Memorandum of Understanding with Heilongjiang Intellectual Property Office to share information of law enforcement, build connection mechanism with key enterprises. The aim is to guide the enterprises in understanding relevant policies and perfect the business environment of the ports.
