China Look to Establish IP Professional Title
China will establish IP professional title, according to National Intellectual Property Administration (CNIPA).
Recently, the Ministry of Human Resources and Social Security published the Guidelines on Strengthening Reform on economic professional titles (the Guideline), which stressed the necessity of adding IP professional after which the professional titles would be named.
The mechanism pointed out that economic professional title mechanism must be improved; majors in this field must be reallocated; new majors in the booming IP industry should be added. The guideline also suggested the titles should be “assistant IP specialist”, “IP specialist”, “senior IP specialist” and “full senior IP specialist”.
Three factors are taken into consideration. Firstly, the number of high-quality IP specialists is growing and it’s of great strategic significance to strengthen the team. Secondly, different from other majors, IP is highly comprehensive in that it contains not only economic knowledge, principles and regulations but also engineering and legal elements. Thirdly, given the large number of employees in IP industry, an independent title will give them a sense of belonging.
The thirteenth Five-Year Plan for IP talents revealed that the number of talents would reach over 500 thousand during this period, and that employees in IP industry would be more than one million.
