Sichuan Encourages Building IPR Trading Platforms--Up to 10 Million Annual Subsidy

The reporter learned that Chengdu Science and Technology Bureau, Chengdu Municipal Bureau of Local Financial Supervision and Chengdu Municipal Bureau of Market Supervision jointly issued Chengdu's Measures on Encouraging the Platform Trading of Intellectual Property Rights (hereinafter referred to as Measures).

The Measures states that the government encourages the building of IPR trading platforms and the use of financial science and technology to improve service efficiency. For the approved IPR platforms, the government will grant one-time subsidy of up to 1 million Yuan, and according to the platform’s completed transaction and financing for each year, 1% of the total amount will be granted as award capped at 10,000,000 Yuan.

“At the same time, Chengdu encourages intermediaries to provide services for the platform trading of IPR.” A relevant person from Chengdu Science and Technology Bureau introduced that the state- and provincial-level demonstration institutions for technology transfer established after March 31, 2018 in Chengdu will be granted a maximum of 500,000 Yuan and 200,000 Yuan respectively. A long-term mechanism will be built to support the development of technology transfer institutions. Each year, it will give a comprehensive assessment of the services, performance, achievements and transaction amount of the technology transfer institutions during their IPR platform trading, and grant an annual subsidy of up to 300,000 Yuan to the best institutions.

For the intermediaries that provide IP projects and achieve transactions at the IPR trading platforms approved by Chengdu government, up to 3% of the transaction amount will be subsidized. The subsidy for a single project is no more than 500,000 Yuan, and for a single intermediate agency is up to 3,000,000 Yuan for a year.

A relevant person from Chengdu Science and Technology Bureau said that Chengdu will lead universities and colleges, investment institutions, and enterprises to jointly build open service platforms for technology transfer and transformation, such as laboratories, small- and pilot-scale workshops, and shared production lines. These platforms will provide resources like equipment and facilities needed in experimental research, pilot maturation, and production process, and carry out research&development design, product promotion, technical standardization and other services. For qualified platforms, 30% of their total investment, up to 2,000,000 Yuan will be subsidized.
