AI Has Strong Wild Goose Queue Effect
Xi Jinping delivered a speech when presiding over a seminar. He stressed that artificial intelligence (AI) was a strategic technology leading this round of scientific and technological revolution and industrial transformation, and had a wild goose queue effect with a strong spillover effect. Driven by new theories and new technologies such as mobile Internet, big data, supercomputing, sensor networks and brain science, AI sped up its development, showing new features such as deep learning, cross-field integration, human-computer collaboration, openness of intelligence pool, and independent control. It was having a significant and far-reaching impact on economic development, social progress, and international political and economic patterns. Accelerating the development of a new generation of AI was an important strategy for China to gain the initiative in global science and technology competition. AI was also an important strategic resource to promote the leapfrog development of science and technology, the optimization and upgrading of industries and the overall productivity improvement in China.
Xi Jinping pointed out that AI integrated many disciplines and was highly complex. China must do a better job in research and judgment, overall planning, as well as collaborative innovation to make steady progress. Besides, China must prioritize improving originality, focus on core technologies, and lay a solid foundation for the development of a new generation of AI. It should strengthen researches on basic theories, support scientists in braving uncharted areas in the forefront of AI technologies, and strive to achieve revolutionary and disruptive breakthroughs in such aspects as directions, theories, methods, tools and systems, so that China could take the lead in theoretical research and its core technologies could be the best. China should focus on core technologies, be problem-oriented, and comprehensively enhance its scientific and technological innovation capability. What China also should do was to speed up the establishment of a new system of core and common technologies, deal with weak areas, and hold firmly core technologies. China should strengthen the development of scientific and technological applications, closely focus on the needs of economic and social development and give full play to the advantages of its massive data and huge market application scale; it also should adhere to the demand-oriented and market-driven scientific and technological development path, actively develop innovative AI products and services, promote the industrialization of AI technologies, and foster a sound environment in which scientific and technological innovations and industrial application promote each other. China also should broaden its talent pool; and with greater determination and more powerful measures, build a high-level platform in various forms to better foster talented people, with an aim to providing enough people for the development of science, technology and industries.
