General Office of the State Council of China: Accelerate the Building of 5G and Lower Average Broadband Service Rates for SMEs

Recently, the general office of the State Council issued a guideline on promoting the sound development of the platform economy. The guideline mentioned that the development of the platform economy should be fully supported by implementing the "broadband China" strategy, accelerating the construction of a new generation of information infrastructure such as 5G, optimizing and improving network performance and speed, promoting the construction of a new generation of the Internet, radio and television networks and the Internet of Things (IoT), and further reducing the average broadband service rates for small and medium-sized enterprises (SMEs).

According to the guideline, the Internet platform economy is a new way of organizing productive forces and a new driver for economic development. It plays an important role in optimizing resource allocation, combing the development of various fields, promoting entrepreneurship and mass innovation, facilitating industrial upgrading, as well as expanding the consumer market, especially increasing employment.

It is suggested that the development of new forms of platform economy be encouraged and the cultivation of new growth points be accelerated.

"Internet plus service industry" will be developed actively. Social capital will be channeled into Internet-based emerging service industries, such as medical and health care, education and training, elderly care, domestic services, culture, tourism, and sports, so as to meet the diverse needs of people. Platforms will be encouraged to expand service scope, strengthen brand building, improve service quality, develop new business forms for people, extend industrial chains and increase job opportunities. Besides, trading markets will also be promoted to follow new trends and requirements of the platform economy, enhance capabilities of circulation and innovation, and improve the alignment of producing and marketing.

"Internet plus production" will be fully developed. Efforts will be made to adapt to the needs of industrial upgrading, promote the in-depth integration of Internet platforms with industrial and agricultural production, and improve production technologies; progress will also be made in improving the capacity of innovating services, advancing the promotion and application of IoT and big data in real economy, and promoting the development of digital economy, digital industry, intelligent manufacturing and service-oriented manufacturing.

"Internet plus entrepreneurship and innovation" will be advanced. Work will be done to accelerate creating an upgraded version of " entrepreneurship and innovation " and improve the all-round service system for entrepreneurship and innovation through Internet, so as to realize a sound O2O interaction and combine resources regarding entrepreneurship and innovation. Platforms will be encouraged to outsource innovation tasks, provide more shared resources to SMEs and support SMEs in innovating technologies, products, and management and business models, with an aim to enhancing the efficiency of entrepreneurship and innovation.

The capacity building of network support will be strengthened. "Broadband China" strategy will be further implemented to accelerate building a new generation of information infrastructure including 5G, optimize and improve network performance and speed, promote the construction of the next generation of Internet, radio and television networks and IoT, and further reduce the average broadband service rates for SMEs. In this way, the economic development of platforms will be fully supported.
