Recently, the State Council approved the Work Plan of Deepening the Comprehensive Pilot Project of Deepening the New Round of Opening up of The Service Industry in Beijing and building the Comprehensive Demonstration Zone of Expanding opening up of the National Service Industry.
The Approval points out that the Beijing Municipal People's government should be based on the capital city of strategic positioning, serve the significant national strategy. With the precondition of risk control, to elaborately organize, boldly practice, and has produced more replicable experience in expanding service industry and opening to the outside world and construct a higher level of the open economy system.
According to the requirements of the reply, the relevant departments of the State Council shall, according to the division of responsibilities, actively support the comprehensive pilot project of deepening the new round of further opening up of the service industry in Beijing and construct extensive demonstration zone of further opening up of the national service industry. Ministry of Commerce shall, together with relevant departments, strengthen guidance and coordination, organize and carry out supervision and evaluation work.
According to the Work Plan, Beijing will focus on key competitive industries and key demonstration parks, and strive to explore new forms of business, new models and new paths for the opening and development of the service industry. A system of institutional innovation and factor supply in line with advanced international rules will be gradually formed. A comprehensive demonstration zone for further opening up of the national service industry will be built. The Work Programme identifies twenty-six main tasks in four categories, among which the compilation of initiatives related to intellectual property work includes:
The Comprehensive Demonstration Zone shall study the establishment and improvement of intellectual property rights systems for digital trade.
20. Strengthen the protection and application of intellectual property rights, in a particular area of Zhongguancun National Innovation Demonstration Area to carry out the pilot of preferential policies in technology transfer income tax. During the term of the pilot, the technology transfer income amount shall be exempted from five million yuan to twenty million yuan, relax the scope and conditions of enjoying preferential tax of technology transfer appropriately. The Work Plan also mentioned exploring ways to establish a fair assessment mechanism for intellectual property rights and improve the registration system for the pledge of intellectual property rights, the risk-sharing mechanism for financing pledge of intellectual property rights, and the mechanism for handling pledges. Beijing shall strengthen reform and innovation in the field of intellectual property trials and improve the judicial protection system for intellectual property rights as well as carry out trials of intellectual property insurance.
