On September 21, the State Council issued a circular on the Overall Plan for the Beijing Pilot Free Trade Zone, points out that the establishment is a significant decision made by the CPC Central Committee and the State Council and an important strategic measure to promote reform and opening up in the new era.
The plan sets out seven major tasks and 22 specific measures, including strengthening the use and protection of intellectual property rights.
The plan makes it clear that the Beijing Pilot Free Trade Zone will strengthen IPR application protection, including exploring and studying tax policies to encourage technology transfer;
Beijing Pilot Free Trade Zone will explore ways to establish a fair assessment mechanism for intellectual property rights, improve the registration system for the pledge of intellectual property rights, the risk-sharing mechanism for financing pledge of intellectual property rights, the mechanism for handling pledges.
To set up an intellectual property exchange center and prudently standardize and explore the development of intellectual property securitization;
To carry out the pilot work of establishing permanent representative offices of foreign patent agencies;
Explore the construction of international intellectual property protection system for digital products such as patent, copyright and trade secrets;
Beijing Pilot Free Trade Zone will give full play to the role of China (Zhongguancun) Intellectual Property Rights Protection Center and establish a coordinated protection system featuring rapid patent examination, rapid confirmation of patent rights and rapid safeguarding of rights.
In addition, the plan also stressed the need to build a digital rights trading platform to drive the development of intellectual property protection and intellectual property financing as one of the concrete measures to explore the construction of the international information industry and digital trading port.
