To make a systematic plan for intellectual property rights (IPR) in the 14th Five-year Plan, and to implement the General Secretary Xi Jinping's important directive on the formulation of the 14th Five-Year Plan and the National Intellectual Property Administration of PRC (CNIPA). The 2020 National IPR Planning Work Conference has held in Beijing.

Gan Shaoning, Deputy Director of the CNIPA, attended the meeting and delivered a speech.

Gan pointed out that this year is the final year of the 13th Five-Year Plan. The in-depth implementation of the 13th Five-Year Plan at the national and local levels has effectively guaranteed the smooth progress of intellectual property work and made significant progress in intellectual property undertakings.

Gan ShaoNing stressed that to complete the planning work of intellectual property in high quality, and it needs to enhance the level of planning further and clear the positioning. In the process of planning, it is significant to establish the consciousness of identifying the changes accurately, proceed the changes rationally, and initiate the change actively.

CNIPA will strengthen the overall guidance in the formulation of plans, ensure coordination between the upper and lower levels, and strengthen the connection between ministries and commissions. By profoundly integrating intellectual property rights planning into the national planning system, a sound situation of coordination and resonance will be achieved.

To further play a leading role in statistics, CNIPA should strengthen statistical monitoring, consolidate the accounting and publishing mechanism of the added value of patent-intensive industries. Furthermore, CNIPA will continue to improve the working mechanism of statistical analysis and feedback on the operation situation of intellectual property rights. All of the local bureaus should adhere to the quality-oriented principle and highlight quality efficiency.

Through the coordination of the central and local governments, to ensure the orderly progress of the statistical work during the 14th five-year Plan period.

Nearly 100 people attended the meeting online and offline simultaneously from each province, autonomous regions, municipalities directly under the Central Government, cities separately listed in the state Plan, sub-provincial cities, and the Intellectual property administration departments of Xinjiang Production and Construction Corps.
