The 22nd Session of the Standing Committee of the 13th National People's Congress (NPC) was held in Beijing on October 13, 2017. The 22nd Session  will examine the third draft of the Patent Law amendment, said Zang Tiewei, spokesman for the Legislative Affairs Committee of the NPC Standing Committee at a press conference on Monday morning. The draft amendment to the Patent Law was put forward in the third review draft. In order to encourage the patentee to voluntarily implement the open license and promote the exploitation and utilization of the patent, it stipulates that the annual fee of the patent right subject to the open license shall be reduced or exempted.
