2020-2021 IP Cooperation Consultation Meeting between CNIPA and People's Government of Zhejiang Province Kicks Off in Hangzhou

On October 18, CNIPA and the People's Government of Zhejiang Province held the 2020-2021 IP Cooperation Consultation Meeting in Hangzhou. Prior to the meeting, Yuan Jiajun, Secretary of the CPC Zhejiang Provincial Committee, met with CNIPA Commissioner Shen Changyu and his delegation. Shen Changyu and Zheng Shanjie, Deputy Secretary of the CPC Zhejiang Provincial Committee and Governor of Zhejiang Province, spoke at the meeting.

On behalf of the CPC Zhejiang Provincial Committee and People's Government of Zhejiang Province, Yuan Jiajun appreciated the CNIPA's long-term support for Zhejiang Province. He said that under the background of building a new development model, strengthening the various facets of intellectual property work is of great importance for Zhejiang to implement its innovation-driven development strategy. The CPC Zhejiang Provincial Committee and People's Government of Zhejiang Province have always paid high attention to IP work, with positive results achieved in intellectual property reform (IPR) and the strategy of developing Zhejiang into a strong province for such reforms. Currently, the whole province is implementing the spirit of a crucial speech previously made by General Secretary Xi Jinping in Zhejiang and fulfilling the "Eight-Eight Strategy"to forge the "important window." They will thoroughly put into practice the important statement made by General Secretary Xi on IP work and enhance IP creation, protection and utilization, in order to promote high-quality economic development and take the lead in building a new means of development. He hoped that the CNIPA could continue its support for Zhejiang.

On behalf of the CNIPA, Shen Changyu said he also appreciated the CPC Zhejiang Provincial Committee and People's Government of Zhejiang Province for their concern and support for IP work. He pointed out that since the establishment of the consultation mechanism between CNIPA and local provinces in 2017, Zhejiang has led the whole country on many IP indicators. The two sides should work together to implement the important statement on IP and the spirit of the pivotal speech made by General Secretary Xi Jinping in Zhejiang, promote high-level bilateral consultation, and accelerate the implementation of the "Eight-Eight Strategy". Cooperation must be tied to overall national development to bolster the implementation of national strategies. Furthermore, efforts must be focused on the actual needs of Zhejiang and its unique characteristics to facilitate high-quality development. Finally, more pilot and demonstration projects should be launched in Zhejiang to serve the building of China into an IP powerhouse.

Zheng Shanjie stressed that IP protection concerns the core competitiveness and sustainable development of enterprises as well as national image, the economy and security. It is necessary to focus on building a leading province in IPR and serving national development, and focus on major projects like the integrated development of the Yangtze River Delta, the private economy, the real economy, key industries, high-level opening-up and the concept that "lucid waters and lush mountains are invaluable assets," in other words the environment. It is also necessary to conform with international standards; strengthen cooperation between CNIPA and Zhejiang Province; accelerate commercialization; open up the entire chain covering IP creation, utilization, protection, management and services; strive to create the landmark "window"; and boost high-quality development.

 CNIPA Deputy Commissioner Gan Shaoning introduced the 2020-2021 work focus for the CNIPA and the People's Government of Zhejiang Province in jointly building Zhejiang into a leading province for IPR, and Vice-governor Chen Yijun of Zhejiang Province introduced the progress on IP work since the start of consultations.

 Leaders of relevant departments from the CNIPA and Zhejiang Province were present at the meeting.
