From February 2020, Liaoning has opened Express Channel for the anti-COVID-19 topic’s works, and provide express copyright voluntary registration service, to protect the right of the creators of the anti-COVID-19 works from the legal level. From 2020, it has processed more than 300 cases with the topic of anti-pandemic.

According to Chinese Copyright Law, works including text, music, artwork, photo, movie, and engineering design drawings are all protected by the Copyright Law. In recent years, Liaoning improved the works registration service quality in every aspect through implementing works free registration, strengthen active service, push on “one point and many sides” service system, realize online works registration, promotion and popularization.

From August 2016, considering the situation that the awareness of social public’s copyright registration was weak, and the amount of registration was limited, Liaoning Province Copyright Administration implemented works’ free registration policy to benefit the public. All of the normal works of government departments, enterprises and individuals conform to the Copyright Law (except computer software) can benefit from the free registration policy. In that year the amount of works registration has been raised from around 8,000 cases in 2015 to 10,000, increased 26%. While conducting free registration, Liaoning Province Copyright Administration continuously strengthen service awareness, simplify procedures, to ensure the constant growth of works registration amount.

In the recent five years, the works registered in Liaoning has been exceeded 10,000 each year. From 2020, Liaoning Province Copyright Administration has handled works registration for 9,600 pieces, and the estimated registration amount will be 13,000 in the whole year, which has been a new high in recent years.
